Navigating HB 1110: Your Eastside Missing Middle Housing Partner

Washington State's House Bill 1110, an amendment to the state's Growth Management Act (GMA), is set to significantly reshape residential zoning, particularly in bustling Eastside communities like Kirkland, Bellevue, and Redmond. The GMA, originally enacted to manage urban growth and prevent sprawl, is now being updated to address the region's increasing housing demands.  

HB 1110 is a legislative response to escalated housing demand in thriving cities, aiming to: 

  • Expand Housing Availability: By allowing more diverse housing types, we can create more homes for more people. 
  • Improve Affordability: Increased supply can help stabilize and potentially lower housing costs. 
  • Promote Sustainable Growth: Denser housing near transit hubs can reduce reliance on cars and promote more efficient land use. 

HB 1110 mandates increased density in areas traditionally zoned for single-family homes, presenting both exciting opportunities and complex challenges for homeowners, sellers, and real estate agents alike.

Local and Unprecedented Changes To Residential Zoning: 

While the legislation sets a minimum number of units allowed per lot, individual municipalities retain flexibility in their development regulations to facilitate Middle Housing growth. These amendments are due by 6/30/2025. These areas of flexibility include requirements for: 

  • Building Height and Setbacks 
  • Lot Coverage and Minimum lot size 
  • Additional Density in Certain Locations 
  • Affordable Housing fees on new builds (up to $40/sq. ft. has been proposed) 
  • Maximum Home Sizes in Proportion to the Lot Size 

Why Missing Middle Matters 

The “missing middle” refers to a range of multi-family housing options that fall between single-family homes and large apartment buildings. Examples of these housing types are row homes, duplexes, triplexes, cottages, plus both Attached and Detached Accessory Dwelling Units (AADUs and DADUs, respectively). These solutions increase density while offering diverse housing choices (and price points) that meet the evolving needs of our communities.
